I thought the Brown Surge node was working, but then I decided to check in-battle and surprisingly, it isn’t listed. At this point, I don’t know if it is.

I believe it is just visual as per the patch notes.
It does show correctly in the Hero Profile/Masteries.

Wasn’t expecting that in the patch notes either of all places, didn’t see it in known issues topic
