best level to do gnome a palooza on gems of war, fast level 1 or fast level 12 ? Does the rewards get better with levels like for dragonite?
For farming resources and vault keys in GaPs (gnome a palooza) you would aim to do the most battles possible within 15 mins. That would be explore 1.
For farming dragonite, you would do this on a non vault weekend and do the hardest battles as the dragonite gnome rewards scale based on opponent difficulty - so Explore 12 would be a good option there.

After I run out of GaPs, should I use vaults keys this weekend also instead of like next week?
The vault weekend is Friday to Sunday and best used to farm Verses. Vault keys can be used anytime so best to use it outside of the Vault weekend.
After you run out of GaPs, just keep doing Explore 1 to farm more verses for the next vault weekend. 
Remember to equip a class so you can level your classes at the same time.
