Actually not a bug. On one hand, it is incredibly lucky to see 4 of the same Gnome in a battle. BUT – because crafting Gnome-a-Palooza makes it possible to farm Gnomes directly, the tradeoff is that their drops are reduced while the GAP timer is still ticking. (Note that quantity-1 drops, like Verses and Vault Keys, by definition are not affected)
I don’t know any further details myself, but some users claim it is tied to the battle timer.
