I think it was just a one time mistake.
I cast the spell from Jar and he summoned a troop for the enemie and then I do not get a troop anymore.
It’s a visual bug summoning your troop to the enemy side (or creating a spy).
You have full control over the troop and as you can see when Gimlet Stormbrew attacked with skulls it attacked the Watch Mother in his own team.
The reason why you couldn’t summon more was because it considers your team full (+ your eyeball spy 
)
