Long response (sorry.)
TL;DR = I agree classes are out of balance. But so is everything else. If changes are needed, I’d rather address it by replacing all of the outdated/irrelevant class talents.

First I want to say that I agree 100% that the classes are not even close to balanced and many of them just plain don’t make sense in the current state of the game. I should have said that in my original reply, but that’s what happens when I post right before heading to sleep. Sorry!
My issue is with the restriction idea. It only really makes any sense within pvp. It makes so much sense for pvp that if they could implement something like that in pvp, I might enjoy pvp more. Maybe.
However, in events and modes with their own restrictions, it would set up occasions where you can’t build a workable team. This is due to the kingdoms and troop types ALSO being wildly imbalanced. Even the mana colors have balance issues.
I know your primary concern is Elementalist class. “Likely?” because your primary concern is pvp. But, that class is a non issue in any other mode. Unless a player is newer and suffers from a lack of power and choices, it’s not an “automatic” pick for other modes. And if someone that isn’t lacking in better options, chooses to use the class anyway (even though there are better options for the task), who really cares?
Meanwhile there are other classes that synergize with troops outside of their kingdom and designated troop type. Also troops that synergize with different troop types. Off the top of my head… Mechanist class (Mech type / Adana) has Stryx Commander as one of it’s top level talents. There are no Styrx/Mech troops and no Stryx/Adana troops.
Finally, I’m against continuing the trend toward adding more restrictions to everything. It puts newer players in a bind and turns them off the game. (Bad for the game’s longevity) And while it does force the people who just want to mash buttons, using the same team for everything (people who are for whatever reason enjoying playing that way!), to change things up… it results in a huge net loss of creative options for people who normally get creative with their teams. And it creates scenarios where there is only one (or worse none!) viable team for the restriction.
What I would do… If I’m being honest, probably nothing at this point. The game is full of useless troops, so I don’t lose sleep over useless classes. And I’ve been playing long enough to see how attempts to fix these imbalances, just create worse imbalances, elsewhere. Too many moving parts. But if I HAD to monkey around with it, I’d stick to looking at all of the class talents and replaces the ones that don’t make sense in the current state of the game.
