All Guardian Battles locked at lvl 10

The guardian battles are now showing up, so that part is OK. But no matter how many keystone “levels” I go through, all guardian battles are at lvl 10, the lowest.
I’m 95% sure this is a bug, as I was thinking that the higher level guardian battles had a higher chance of giving out better rewards/guardians.
If all guardian are supposed to be lvl 10 AND give higher rewards the deeper you go, then please acknowledge and close this thread, thank you.

I think there’s only a difference in rarity but not in level. And I got different rarities.

I still recall the first week having all easy battles, too.

Correct, levels are always low so all players are able to defeat the room easily. Rarity of the room is the factor for what rewards the room could give
