At this stage, the information I have been given is:

• Colored Deeds and Imperial Deeds round up to a minimum of 1
• Books of Deeds and Writs round up to the nearest whole number

(did that make any sense to me when I was told.. no)

1 is the next nearest whole number [so] if you have fewer than the 1800 writs to convert to a crystal. We basically give you 1 crystal from 0-1800 writs

So if you had..

• 568 writs
• 1 deed
• 2 imperial deeds

You would come out with 2 Rainbow Crystals and 1 Colored Crystal

So, assuming the information is correct, then it would be best to keep at least one writ, but convert as many as possible to deeds, as expected.
