Streams are all coffee and or Hello. Plus they are available from other sources. 
I asked this question. I was told no they would not be available with any keys.

Always potentially subject to change in the future, but from my recollection of beta, testers were clearly told when this question came up that there are no intentions for Underworld troops to be obtainable via any type of Krystaran chest or event by design.

At this point in time, faction troops aren’t obtainable in chests, whether event or otherwise. I hope this clears up any confusion!

However, if you bribe Salty with 10 cups of coffee, maybe she will send you a code for a fraction troop.
