No, you have just completed enough tasks that you have enough XP to be level 61, but you don’t meet the population requirement to be above lvl 55 – which would be displayed if the text was appearing
I mentioned this in the blog - this is not a bug.
Summary
My Kingdom Prestige level is currently 15, but the Crystal exchange screen is showing level 17 > 18, where is 16 > 17? If you have completed Kingdom tasks and earn enough Kingdom XP to meet the requirement for the next Prestige level (or levels in this example) but you don’t have enough Global population, your XP will be banked.
As soon as your Global Kingdom population meets the requirements for any Kingdom with banked XP, you will see a little green arrow appear on the World Map on those Kingdoms.
When you next enter, they will automatically upgrade to the highest Prestige level they can!
