Might be the language barrier but I don’t get it 
I get the hammer on the head from the one shark but not why the other is all rapped up …

They’re in fancy dress at a Halloween party. The shark on the left has come as a hammerhead shark. The shark on the right is a hammerhead shark and finds this offensive. The bandages are a mummy costume.

I like to go deep when it comes to jokes. It may be that the “hammerhead” hates to be a hammerhead due yeah it may feel like walking around with a big hammer in its face - and he is tired of it. Then he get offended because he feels the other shark is making a joke out of his apperance.
