The reason it was listed as “after guild wars” initially was because it needed the 3.0 patch for some spell effects (the storm one specifically I assume). So now that we have 3.0 the kingdom is not tied to guild wars start anymore.

Suncrest was originally delayed until the 3.0 Update went out as it had a new spell effect which required the update (Storms). It’s new release date hasn’t been affected by the recent Guild Wars delays.
