I also have been wondering about this surprise achievement.
It was added in 8.5 but there are no notes about it at all. I believe this to be an unintended leak of something in the next patch.
I also believe the “Campaign” mentioned in the text is really “PVP Campaign” but I might be wrong. I’ve completed the “League” objective in this PVP Campaign but the achievement is still showing 0/2.

Taken To Task:
Fully complete 2 Campaign Tasks in a single Campaign.
~~If they programmed it right, it should unlock on the 10th week. (while leaving the wording ambiguous enough that if they wanted to shorten/lengthen the Campaigns in the future for some reason, they can)~~
~~Right now the Tasks says Wait xd xh xm to unlock new Tasks… the last week will congratulate you for finishing all tasks for a campaign~~
If it’s not available until 8.6 then it’ll probably miss this week 10..

Ohhh, you might be right there. Wasn’t thinking but yea, they might be checking against the final number of tasks after 10 weeks. Will just have to sit and wait, I guess.

It’s not a bug, and appears to just be a lack of information.
This is a new achievement that will be possible from 8.6.
