Digging around a bit myself, there might actually not be one. The Legends Reborn announcement always contains a disclaimer that rewards aren’t actually earned:

Which causes a bit of confusion every once in a while, but that always seems to get resolved as part of community discussions. Sloppy design, probably too deeply integrated into how questlines work to be considered worth changing.
