**What you were expecting to happen, and what actually happened:**
I haven’t access to the Karakoth story. Both buttons from the overlay, or “Play” from the Karakoth kingdom leads to the same reward screen. No story.
**How often does this happen? When did it begin happening?**
Just now, as “Legends reborn” started.
**Steps to make it happen again**
1. Finish the story before Reborn.
2. Run the game.
3. Try to play the story.

That should be readily apparent from the first screenshot: features such as Explore, Class Quest, (etc) do not unlock until after the Kingdom Questline is completed. Conversely, if the Kingdom Questline was not completed there would additionally be an offer for the Kingdom Weapon.
