Purification From Astral Spire And Web

As it is if a troop is webbed/entangled there is a 10 percent chance each turn of a cleanse. Now with Astral Spire there is under Blue there is “purification” it gives a “a bonus +20% chance to cleanse at start of your turn”. Does that mean overall a 12 percent chance overall (10 percent plus 20 percent) or 30 percent chance of a cleanse?
