Always potentially subject to change in the future, but from my recollection of beta, testers were clearly told when this question came up that there are no intentions for Underworld troops to be obtainable via any type of Krystaran chest or event by design.

At this point in time, faction troops aren’t obtainable in chests, whether event or otherwise. I hope this clears up any confusion!
