It’s just as the notice states: Though the underlying Kingdoms system is being altered with the update, your current Kingdom levels are not. If your Kingdom is level 5 before the update, it will be level 5 after the update. You’ll need to learn new tactics to improve your Kingdoms going forward, but you won’t have to re-earn your levels.
